What plug in the water heater. If you have a leak in the tank it is probably about rusted thru and needs replaced. How old is it.
Did you turn off a shut off valve and forget to turn it back on?
Did you reopen the valve?? Not going to flow with the valve turned off–no way to make a repair with the water flowing–did you clog the pipe when you made the repair??? Seems as if you need a real plumber for the job. Or did you hook up the pipes wrong–hot to cold or supply to return?? Retrace what you did if you MUST play plumber—-
More than likely you have trapped air in the line. you need to force the air out of the system either via a bleed valve or by pushing water through the system under greater pressure, perhaps via a garden hose, forcing the air out. Often, there is a bleeder around the pump area.
When I fixed my camper I turned off a valve by the pump for the hot water I forgot to turn it back on? Also had to bleed air out.
