We just bought a house that has a 50 gallon electric water heater that has the cold line of the water heater piped into the boiler. What is the purpose of this? Also it has a "Fast fill" valve. What is this?

I can’t find anything on Rheem’s website and even google searching comes up empty handed. Anyone know which element this thing uses? Its a small half-size tank.
the apt is 900 square feet. i’m trying to figure out how best to put HVAC in the apartment–but would prefer not to have a gas furnace (being as i, the landlord, pay the gas but the tenant pays the electric)
The resistance on both of my elements is 13 ohms each. Is this normal?
