When our water heater stopped working(and was leaking all over basement), I bought a new one and installed it myself. My hubby had long term illness and was unable to do it. Then I put old water heater on freecycle as scrap and someone took it away.
Not saying it was the easiest job, or the fastest to do, but with limited income this is way it had to be done. I did have a contact at local plumbing store who answered my many questions. So before you spend almost $600, and if you are short on funds, check in to installing yourself. There is a site on web, do it yourself, or some name like that that has helped me in other repairs.
